Cut a piece of 4 1/4" x 5 1/2" pattern paper from Moments in Time paper collection and two 3" decorative strips from the same paper collection. Adhere one edge of the strips behind the mid point of the 4 1/4" x  5 1/2" piece on top and bottom edge so that the wrong side is in the front and fold it forward but don't glue it down yet. Adhere the pattern paper on a same sized white card base. 

Take 2 pieces of 4 1/4" x  5 1/2" white cardstock and adhere them together using double sided adhesive sheet. Die cut this piece using the dies from Fancy Classic Oval die. The piece won't cut through and give faux die cut inlay look. Fussy cut the outer edge to get the smape shown in image. Adhere this piece on the card front as shown. Now glue down the top and bottom strips on the faux die cut inlay piece.

Die cut a piece of green pattern paper from the same paper collection using the dies from Fancy Classic Oval die. Die cut a piece of white cardstock using the oval die. Adhere the leafy die cut on the white oval die cut and adhere the final piece on the card base as shown.

Die cut a piece of pattern paper using the eyelet circle die from Decorative Circle Frames Die and adhere it on the card front using double sided foam tape. Stamp the sentiment from Timepiece Sentiments Cling Stamp Set on white cardstock using Olive Archival Ink and die cut it using matching circle die from Simple Moments Timepiece Die. Adhere this piece on the eyelet circle die cut. Add some pearls and rhinestones to the die cuts to add finishing touch.
